Jeanne L. Vance began practicing health law in 1994, joining S&G in 2003. Her practice focuses on business and regulatory healthcare law.

Her experience includes:

 

  • Counseling and assistance with Medicare and Medi-Cal enrollment issues.

  • Counseling and assistance with Medicare certification issues including enforcement issues for co-located hospitals and off-campus provider-based hospital locations

  • Licensing of all healthcare provider types (including licensing of newly-constructed hospitals, facility relocations and consolidations).

  • Healthcare regulatory counseling (including reimbursement/payment issues).

  • Mergers and acquisitions (including healthcare licensing/government payor enrollment support for transactional attorneys who do not offer or maintain this expertise in California).

  • Healthcare compliance counseling.

  • Analysis of other state law healthcare issues such as the corporate practice of medicine and healthcare practitioner scope of practice.

  • Legal support to legislative advocates in the healthcare industry.

  • Scope of practice and payment issues for use of mid-level practices.

Ms. Vance has provided outside counsel regulatory support to implement large-scale corporate reorganizations, name and branding changes, and change of control transactions for California-based health systems. In this capacity, Ms. Vance has advised revenue cycle teams regarding the interplay between corporate business structure, licensing/enrollment file content and process, and claim form content. Ms. Vance advises and designs cutover plans affecting each of these areas in a way that minimizes lost revenue and cash flow disruption during implementation. Ms. Vance also provides Medicare enrollment assistance to reinstate billing privileges by filing for Corrective Action Plans, requests for reconsideration and enrollment appeals. She also has unique expertise in California medical foundation enrollment matters. Ms. Vance has been recognized by her peers for her expertise in this area; she was the founding chair of the Accreditation, Certification and Enrollment Affinity Group of the American Health Lawyers Association from 2012-2015.

Ms. Vance has overseen change of ownerships and related filings for healthcare regulatory entitlements for hospitals, home health agencies, licensed clinics, licensed ambulatory surgery centers, durable medical equipment suppliers, adult day health facilities, skilled nursing facilities, residential care facilities for the elderly, retail pharmacies, and pharmacy wholesalers, as well as hundreds of non-facility Medicare enrollments and non-facility Medi-Cal enrollments. For one project, Ms. Vance oversaw over 1,000 simultaneously pending applications with the following federal agencies, California agencies and government contractors: Department of Public Health—Licensing & Certification, Centers for Medicare and Medicaid Services/Palmetto GBA, Department of Health Care Services, Department of Public Health—Laboratory Field Services, Department of Public Health—Radiologic Health Branch, Board of Pharmacy, Food & Drug Administration, Medi-Cal subprogram offices and the Department of Social Services.

Ms. Vance is the Vice Chair of Publications of the Regulation, Accreditation and Payment Practice Group of the American Health Lawyers Association, a member of the California Society of Healthcare Attorneys. She was previously a member of the Health Law Committee of the Business Law Section of the State Bar of California and the President of the Health Law Section of the Sacramento County Bar Association. Ms. Vance is licensed to practice in both California and Hawaii. She has published and lectured on provider enrollment, the Health Insurance Portability and Accountability Act, fraud, compliance and other health law topics.

Ms. Vance graduated from Mills College with a Bachelor of Arts Degree in Communications in 1991 and received her Juris Doctorate from the University of California, Hastings College of the Law in 1994. She is a triathlete and an avid fan of the Sacramento Kings.
